Kobe, Japan, November 17, 2025 – Within the framework of the Investment, Labor, and Trade Promotion Program in Japan (November 16–22, 2025) led by Mr. Nguyen Van Quyet, Secretary of the Tay Ninh Provincial Party Committee, Long An International Port (Vietnam) and Port of Kobe (Japan) officially signed a Memorandum of Understanding (MOU) establishing a Strategic Port Partnership. This cooperation affirms the commitment of both local governments and the business communities of the two provinces to promote trade, strengthen connectivity, and enhance domestic industrial capacity toward a modern, sustainable direction aligned with global integration.

A key highlight of the promotion program is a series of three conferences held across major economic hubs in Japan, including the Kansai–Tay Ninh Investment Connection Conference in Osaka (17/11), the Tay Ninh Investment Promotion Conference in Tokyo (19/11), and the Labor and Investment Promotion Conference in Yamanashi (20/11).

On the afternoon of November 17, 2025, the MOU signing ceremony between Long An International Port and Port of Kobe was held solemnly with the attendance of Dr. Ngo Trinh Ha, Consul General of Vietnam in Osaka; Mr. Pham Tan Hoa, Vice Chairman of Tay Ninh Provincial People’s Committee; Mr. Nguyen Thanh Vung, Chairman of the Provincial Inspection Committee; Mr. Pham Xuan Bach, Director, Department of Home Affairs; Mr. Truong Van Liep, Director, Department of Finance; representatives of the Department of Foreign Affairs;  Mr. Huynh Van Quang Hung, Director of the Department of Industry and Trade; Mr. Truong Thanh Liem, Head of the Economic Zone Authority; Mr. Tran Van Luan, Deputy Director of the Tay Ninh Provincial Police. Representatives from the Kobe City Government and Port of Kobe also attended. From Dongtam Group, participants included Mr. Vo Quoc Thang, Chairman; Ms. Nguyen Thuy Quynh Huong, CEO of Long An International Port, and business associations representing Tay Ninh enterprises who attended the Kansai–Tay Ninh Investment Connection Conference earlier in the day.

Strategic Connectivity – Sustainable Development

Although a relatively new entrant to the maritime industry, Long An International Port has proactively expanded its global partnerships, enabling the port to learn from international best practices, exchange technical expertise, and collaborate on value-added projects. Key partner ports include Port of Oakland, Port of Long Beach, Port of Portland (USA), Port of Gothenburg (Sweden), SPG-Bohaiwan Port (China), OPASCOR (Philippines) and others.

After nearly a year of discussion and collaboration, Long An International Port and Port of Kobe agreed to sign an MOU to establish strategic partnership focusing on enhancing maritime transport capacity and expanding cargo throughput at both ports; sharing best practices in port governance, operations, and modern terminal management, and facilitating connections with global partners and customers; jointly developing green port and smart port models, applying advanced management technologies to reduce carbon emissions; and training and exchanging high-quality logistics professionals in line with international standards and practices

On November 16, prior to the signing, the delegation conducted a working session and site visit at Port of Kobe, one of Japan’s most historic and advanced container and general cargo port complexes.

Two Port Icons – One Shared Vision

Kobe, located in Hyōgo Prefecture in the Kansai region along Osaka Bay, is one of Japan’s earliest and most advanced international ports, established in 1868.
