[Port Operations] Vessel & Barge Planning Specialist/Officer (Container Cargo)

Job description

1. Develop the operational plan for each vessel and barge call based on the port service requirements of customers (shipping lines, cargo owners, etc.), including the cargo handling plan, handling productivity, and vessel/barge turnaround time. Coordinate with the Yard
2. Planning Specialist/Officer to ensure an effective and synchronized plan.
   Liaise with shipping lines and/or their agents to receive container/cargo lists for discharge (EDI) and loading (MOVINS), and update the relevant information in the Port Operating System (CATOS).
3. Submit port service requests to contractors based on the approved operational plan for each vessel/barge call, and update vessel/barge operation plans in the CATOS and MOST systems.
4. Communicate and implement the operational plan for each vessel/barge to relevant departments, including Operations Dispatch and Warehouse/Logistics.
5. Agree on the detailed cargo handling plan with the Chief Officer or Master before commencing container/cargo operations. Ensure loading and discharging activities are carried out according to the agreed plan. Communicate with the Chief Officer/Master throughout the operation regarding the vessel/barge condition and make timely adjustments when necessary to ensure vessel stability and safe departure.
6. Understand the yard layout, equipment deployment plan, and container/cargo locations, and develop appropriate yard operation plans to optimize container/cargo re-handling costs. Coordinate with the Yard Planning Specialist/Officer and Operations Dispatch to optimize the loading/discharging plan, minimize equipment and truck waiting time, and improve operational cost efficiency.
7. Coordinate with ICDs regarding system connectivity to update transportation plans for containers/cargo between the ICD and the port. Ensure containers/cargo are handled within the committed timeframe and according to the vessel’s cut-off schedule. Check containers/cargo staged in the yard for vessel loading and adjust the handling plan when necessary to prevent operational interruptions.
8. Coordinate with Operations Documentation staff to promptly update changes to the container/cargo list for vessel/barge import and export operations. Adjust the operational plan accordingly and coordinate with Operations Dispatch, Yard Planning, shipping lines/agents to ensure synchronized and uninterrupted operations.
9. Monitor vessel and barge operations to identify and resolve operational issues and make timely adjustments to the operation plan when necessary, ensuring continuous operations and achievement of operational targets.
10. Control the load capacity of inland waterway vessels (barges/boats) carrying cargo or containers to ensure compliance with applicable legal requirements. Reconcile and report vessel/barge operation data, and propose solutions, improvements, or necessary procedures to strengthen operational control and minimize/prevent daily operational risks and incidents.
11. Comply with all safety, security, environmental protection, and fire prevention regulations throughout the operation. Perform other duties as assigned by the Operations Planning Supervisor, Head, or Deputy Head of the Operations Planning Department.

Requirement

• Male candidates are preferred, aged 25–40.
• Bachelor’s degree or higher in Maritime Navigation, Cargo Handling Mechanization, Port
  Engineering, Port Operations Management, Foreign Trade, Economics, Import-Export, or other related fields.
• At least 2 years of experience in port operations, preferably with hands-on experience in container vessel/barge operations. Good English communication skills.
• Candidates with direct experience in port operations, dispatching, or container yard management are preferred. Good knowledge of container handling procedures, vessel/barge operations, and container terminal operations.
• Experience with CATOS and MOST is preferred, with knowledge of EDI, MOVINS, or equivalent port operating systems.
• Ability to plan, coordinate, and handle operational issues during vessel/barge operations.
• Ability to coordinate effectively with shipping lines/agents, Masters/Chief Officers, Operations
  Dispatch, and Yard Planning teams.
• High sense of responsibility, ability to work under pressure, and willingness to work in shifts.
